As senior building decarbonization policy advisor, Ed Carley works to advance policies to reduce greenhouse gas emissions from burning fossil fuels in buildings across the Mountain West and Desert Southwest. Ed researches and advocates for policies to increase investments in beneficial electrification and reduce utility spending on gas distribution infrastructure before state regulatory agencies and legislatures.
Background
Ed Carley is an expert on building energy efficiency policy. He has worked with state and federal government agencies to improve the efficiency and reduce emissions of buildings across the U.S. Ed has cultivated strong relationships with state government officials across the country, policy experts at national and regional efficiency organizations, and with industry stakeholders. In previous roles, Ed worked with state energy offices, the U.S. Department of Energy, and the U.S. Environmental Protection Agency on building energy codes, building performance standards, K-12 school energy efficiency and indoor air quality, efficiency in publicly owned buildings, and other efficiency topics.
He led the buildings program at the National Association of State Energy Officials for nearly eight years. In 2015, Ed was an Environmental Defense Fund Climate Corps Fellow working with the San Francisco Public Utilities Commission as an energy efficiency program design contractor. In 2019, he was awarded the EDF Climate Corps’ William K. Bowes Jr. Award for Leadership. As a graduate student, Ed interned at the American Council for an Energy Efficient Economy.
