Bob represents Western Resource Advocates in Nevada, primarily before the Nevada Public Utilities Commission. Bob advocates for policies that will reduce carbon emissions from electric generation by decreasing reliance on fossil-fueled generation, increasing production of renewable energy and encouraging efficient use of electricity. His current work includes advocacy in Commission proceedings addressing utility resource planning, energy efficiency programs, Nevada’s renewable portfolio standard, distributed solar generation, net energy metering, and distribution voltage optimization.
Bob joined Western Resource Advocates in 2015. Previously, he was in private practice in Carson City for 30 years, representing clients before the Nevada Public Utilities Commission, including electric utilities, independent power producers, telecommunications utilities and utility customers. His clients included Western Resource Advocates, whom he represented as outside counsel. Prior to entering private practice, he worked for the Nevada Public Utilities Commission for 6 years, including 4 years as Staff Counsel.
B.A in political science from the University of California and J.D. from the University of North Carolina.
