Area of Focus:

As a Senior Energy Policy Advisor, Dave develops and advocates for policies and mechanisms that reduce the environmental impact of electric power generation in New Mexico and Arizona. His focus also includes accelerating the region’s transition to renewable energy, energy efficiency, and other cleaner energy technologies, and he leads WRA’s Electric Vehicle Policy Task Force.


Dave joined WRA in 2016. In the previous 15 years, he served as a regulatory analyst at the California Public Utilities Commission, developing state and federal energy regulatory policy, and as a program and project manager at the California Energy Commission, running an alternative fuels R&D program. Dave’s background also includes roles with several high tech startup ventures.


AB in Politics from Princeton University, Master of Science in Management from MIT Sloan School of Management, Master of Science in Energy Management and Policy from the University of Pennsylvania, Mastère Spécialisé en Politique et Gestion de l’Energie from the Ecole Nationale Supérieure du Pétrole et des Moteurs (ENSPM) at the Institut Français du Pétrole (IFP).
