David seeks innovative approaches to reducing the environmental impacts of electricity production in the West by working with utilities and community and environmental organizations and by advocating clean energy alternatives before regulatory agencies. He is responsible for preparing scientific analyses of energy issues and has written numerous articles and reports on social and market processes that support clean energy decisions. He also developed the framework for two major Phoenix area shade tree programs.
As an economist and planner, David has specialized in natural resources, including land use, energy, outdoor recreation, and water policy. Before joining WRA in 2001, he served as Chief of Economics and Research at the Arizona Corporation Commission for eleven years. His experience also includes the Regional Science Research Institute, Abt Associates, and Navigant Consulting, and teaching at the University of Pennsylvania, the University of Illinois, and Boston University. He served in the U.S. Army.
B.A. in geography from Syracuse University and a Ph.D. in regional science from the University of Pennsylvania.
